Breakthrough Schools 2

Part Two of a discussion between Great Schools for All members Don Pryor and Mark Hare and Rochester City School Board member Willa Powell about Breakthrough Schools – an attempt to deconcentrate the effects of poverty in schools. Breakthrough Schools are magnet schools at either the elementary or secondary level in partnership with both urban and suburban districts; offering unique programming content; with a strict limit on the number of poor students; on a voluntary basis.
